What if the most dangerous systems we build are the ones we don’t require to be supervised?
We’re moving fast into a world where systems can:
- write and execute code
- access sensitive data
- make decisions without real-time human input
But here’s the problem:
We don’t require those systems to be independently supervised.
Right now, most AI safety relies on:
- internal safeguards
- training
- alignment assumptions
In other words:
we’re trusting the system to behave.
That’s not how we handle risk anywhere else that matters.

The Gap
In aviation, nuclear systems, and critical infrastructure, we don’t rely on trust.
We require:
- independent monitoring
- layered safety systems
- the ability to shut things down—immediately
And most importantly:
The system being monitored does not control the system monitoring it.
AI doesn’t meet that standard.

The Idea: The Competent System
The solution is straightforward:
If a system can act independently, it should be required to operate under independent supervision.
I call this the Competent System.
A Competent System is:
- separate from the AI it monitors
- able to observe behavior in real time
- capable of detecting unsafe or unauthorized actions
- able to restrict or shut down the system if necessary
And critically:
It cannot be controlled, modified, or bypassed by the AI it supervises.

What This Looks Like in Practice
This isn’t about regulating everything.
It applies only to high-risk systems, meaning systems that:
- interact with external infrastructure
- handle sensitive data
- execute code in real environments
- can cause real-world impact at scale
For those systems, the requirements are simple:
- independent oversight
- physical and logical separation
- multi-person control (no single point of failure)
- full audit logging
- independent shutdown capability

Why This Isn’t Overkill
We already do this in every system where failure matters.
- Planes have redundant control systems
- Nuclear facilities have independent safety layers
- Industrial systems have external shutdown controls
No one argues:
“Just trust the system.”
So why are we doing that with AI?

The Pushback
Some will say this slows innovation.
Maybe.
But here’s the tradeoff:
A small, predictable delay vs. a large, unpredictable failure
We don’t skip safety in aviation to move faster.
We design systems that can move fast safely.

This isn’t:
- anti-AI
- anti-innovation
- a blanket regulation
It’s targeted:
If your system has real-world impact, it should meet real-world safety standards.

I’ve drafted a policy framework based on this idea—something I’m calling the Autonomous Systems Oversight and Safety Act (ASOSA).
It’s not finished. It’s not perfect.
That’s the point.
This is a starting framework, not a final answer.

Final Thought
We are building systems that can act.
The question isn’t whether they’ll be useful.
The question is:
Should anything capable of acting independently be allowed to operate without independent supervision?
I don’t think it should.
